First Responder Audio Help

I'm not exactly sure where to ask for help, but this seemed like a decent start.

I'm a first responder who is looking for an audio solution. Often radio traffic will be either too loud or too quiet, but there is no device that I can find that will balance volume to an acceptable level in my ear. I'm worried with another 16 years to go in my field, I'm going to lose my hearing in one ear, need to switch to the other and eventually lose hearing in that one as well. Some people yell into the mic on a call or feedback creates horrid brain freezing noise.

The radio setup that I, and most in my field, use is a hand mics which 2.5mm stereo out port which goes into an ear piece. Is there a device that could be programmed to control audio automatically? Any direction is greatly appreciated.
