Access the audio port invidually & 16 khz sampling rate

Hi,
I'm new with the ALSA & RaspberryPi. I've intention of using octo sound board for my ROIP board, With that I need to access
8 output (mono) & 6 input (mono) individually. I also need to configure the codec to sample at the rate 16 Ksps. Do the Octo Sound Card & it driver have those capabilty.
